To watch a department get a second wind and come back strong is a great thing. It can help build strong communities, foster higher trust and create an environment where economic activity can thrive (There is research support for this and we can discuss in some economic postings.). Detroit police department is leading the pack in recruitment and they have something to teach others.
When recruitment is strong and people are interested in serving then we should inquire as to why. This is where a doctoral student or commissioned study would be money well spent. It would not be particularly hard or costly to design a survey and poll those departments doing well in recruitment and take those results and share them as best practices with other departments. I have other things going on but this would likely be a study with public interest (A freshly minted doctor/researcher could support their long term career growth with a study like this that has practical utility and can impact communities and lives. I don't care about fame but do feel I have obligations to society to make the world just a little better. A study like this for someone would have societal benefit.)
